The reason is simple when you look at a map. Hamburg is not only on the wide Elbe River. The Alster and the Bille also run through the city, and there is a dense network of canals and narrow waterways called “fleets.” Historically, these waterways were part of the trade system. Merchants used them to move goods right up to warehouses and work buildings, especially in areas like Speicherstadt. All that water created a huge need for crossings, and Hamburg kept building bridges as the port and the transport network expanded.
